Is there a website where non-developers can ask for architecture, framework, etc advices to experts?

I have been managing many web projects but I'm not a developer or architect. I am looking for tech recommendations and advices from an independent source for a well-defined SAAS project.

    You can definitely use Quora for this. Quality of answers will really depend since it's free. If looking for better answers, I'd recommend hiring a consultant for a few hours to help you out.

    Non-developpers can get free advice from this Tech Support sharing economy website from local and distant developpers / programmers. Advice is free, and if you pay them, they will do programming work for you.
