Is there a website where non-developers can ask for architecture, framework, etc advices to experts?

I have been managing many web projects but I'm not a developer or architect. I am looking for tech recommendations and advices from an independent source for a well-defined SAAS project.

    You can definitely use Quora for this. Quality of answers will really depend since it's free. If looking for better answers, I'd recommend hiring a consultant for a few hours to help you out.
  2. You can find answers by asking the community at /r/webdev, who are generally knowledgeable and helpful, but as Mike mentioned in his Quora rec you probably won't get as consistent of quality answers as you would by hiring a consultant.
