Why do so many local businesses rank on Google Maps but still have no website?

I’ve been looking at restaurants and cafés while building Colen, and I keep finding businesses with hundreds (sometimes thousands) of Google reviews, great photos, active listings… and either no website or a barely maintained one.

The weird part is that most of the content needed for a decent website is already sitting on their Google Maps listing!

Curious what people here think: is the website actually unnecessary for these businesses now, or is building/maintaining one still too much friction and expensive?
