We have found in our experience, existing tools like HashiCorp Vault are too complex and time consuming for developers to set up and are mainly aimed at DevOps engineers. I use Google Cloud Secret Manager. Why would anyone use another app instead of the one built into their cloud provider?

Google Cloud Secret Manager is a great solution for production infrastructure, but is not the best experience for developers. Phase is end-to-end encrypted, works for your entire team and can be a single source of truth for all app secrets throughout the development lifecycle. Phase also has several features that aren't available in solutions offered by cloud providers such as point-in-time recovery, secret referencing etc.
