you can apply on the app itself. Click on the Paytm First Card icon or find the Paytm First card option in the menu to begin the application for Paytm First card.
I'm on iOS, I don't see anything like what you've mentioned, I was also asked to upgrade the app for the card, but can't see anything. I see a Paytm First, but that seems to be some kind of different thing.
