Can anyone recommend any good articles on how to track paid ad conversions without using cookies?

Here in the EU and particularly Germany you almost always need to ask for consent to drop a cookie for visitors to your website, which results in only 10-20% opt in. Which means it's really hard to calculate our CAC or ROI from ad campaigns.

I created https://btfy.io, a custom branded url shortener that focuses on privacy. I don't track visits with cookies.
What I do to still track the unique visits is, for every time someone clicks a btfy link. I generate a hash which consist of data from visitors HTTP_HEADERS + a salt key(encrypted key). Then, everyday I create another salt key so that you cannot link who visited who on the previous day.
