Uber Flat Fares - Ride in San Francisco for only $2

I wonder if Flat Fare riders will have longer wait times. There are so many people leaving work at the same time that it's often 2X surge when I want to go home. So I often pay over $20. Would Uber really want to send their drivers to pick up Flat Fare riders who are paying $7 instead of those paying $20+?
