Sharing agent skills when half the company doesn't use Git

At Bevel we started with agent skills in a shared Git repo. That got awkward once people outside engineering needed to edit them and different departments needed different access.

We built Hexis around file permissions and owner approvals, while keeping Git underneath. My co-founder Ali wrote up the tradeoffs, including a change that needs both Finance and IT to sign off.
