Local-only submittal package concept — looking for contractor workflow feedback

I’m a software developer validating a local-only product concept. I’m not claiming to be a contractor, and the product is not available yet.

I’m testing whether small specialty contractors would value a one-time US$59 browser tool that combines only the PDFs they choose on their own device, lets them order sections and add project fields, then generates a cover, table of contents, bookmarks, and page numbers. No account or document upload is proposed. The page has a clearly fictional sample and a fixed-choice anonymous survey; it collects no contact details or files.
