how does piggy actually work under the hood, does it rewrite prompts or wrap the calls somehow and which part of the pipeline handles the cost reduction piece

This repo/package is a clear plagiarism of the repo . The plagiarisers clearly violated the license of the original repo and copyrighted everything in their name. They even made some posts in the official discord channel of Python and their posts were removed immediately by the moderators due to license violation. And this issue has been bought under notice of the owner of the original repo and GitHub DMCA takedown request has been filed against this copy repo. Also this post has been reported to Product Hunt for promoting a plagiarised stuff.
