Jargon is a platform to do just that: design APIs by focussing first on the data and behaviour of the API, and then apply pick-and-choose templates to customise the technical details. You can also search through designs done by others, and reuse the parts you like. Jargon is 100% free for individuals to use, with subscriptions available for teams and organisations who want to collaborate on private designs.
