Think of tracking competitors like keeping an eye on friendly neighbors. It's not about snooping, but about staying in the loop and being aware of what's happening around you. :P
Here's how we do it:
Social Media Monitoring
Attend Industry Events
Mystery Shopping
Newsletters and Updates
Hope it helps.

What exactly do you want to track? For tracking the SEO issues of competitors, for example, I use Semrush. It's not the cheapest, but a very powerful tool.
1) Track what they do in SEO, their backlinks etc
2) Subscribe to their email newsletters
3) Follow them and their founders on social media
That's what I do:)

Track what they are doing, what they are trying to focus, observe their social media too!
What are you trying to track? Do you mean a Google search and spreadsheet list of competitors? Or is your question more competitive analysis like customers, revenue, growth plan, and current customer opinion?
I use https://www.similarweb.com/ to track my competitors website traffic, how we compare on referrals, social traffic, keywords, geographic split etc...
