Thanks for good questions! Yes, there is a difference! Offline recognition supports 63 languages and provides results in TXT, online OCR can read scans in 193 languages and convert results in 12 formats, here is the full list of formats and languages

I've been using FineScanner for a while, but they launched it with a new feature! Now in just a few seconds you can see all documents from your camera roll and use them for scanning

Nice to see FineScanner is getting better every update.

Pros:

Offline OCR is useful for scanning and sending text to colleagues. Must have for people who travel a lot and suffer from lousy internet.

Cons:

No night mode

Hi! ABBYY Neural Network runs through the photos in the gallery and detects images with text that can be turned into scans.
