How do you decide which customer feedback is actually worth acting on?

We’ve had customers suggest completely different things and sometimes the loudest request isn’t necessarily the most important one. If you try to build everything people ask for the product can quickly become messy. I’m starting to think repeated feedback from different types of users is a much stronger signal than one customer asking for something very specific. How do you separate useful product feedback from requests that only make sense for one person?
