How can one tell if a requested feature is urgent?

I am presented with feature requests once a week, half of which are labeled as "urgent" or "this request is blocking us". I used to take those phrases literally. However, recently I started to notice that the most vocal users about urgent feature requests were not the ones who decided to leave once I turned down their request.

A month ago, two feature requests came to me simultaneously. The first one was an email request for CSV export feature without any signs of urgency. The second request demanded dashboard redesign and stated that this particular request is blocking the whole team. The user needed CSV export first, while the team blocked by the dashboard redesign remained silent for three weeks.

Now I learn to consider the real usage patterns rather than the manner in which users label their feature requests. Usage on a regular basis speaks louder than a loud request. What are the alternative criteria to indicate urgency aside from the words used?
