Why do smartphone launchers still optimize for customization instead of productivity?

I've been building an Android launcher over the past year, and one thing surprised me.

Most launchers compete on themes, widgets, animations, and customization. But when I talked to users, the biggest complaint wasn't "I want more customization"—it was "I get distracted every time I unlock my phone."
