Why isn't this simple feature in any Todo/Goal/Task Management tool?

Despite searching all Todo/Goal/Task Management tools, I couldn't find any with this feature. This feature might be called multiple hierarchies. I'm not sure. The only thing I wish for is an app that simplifies this process. I don't understand why this simple function does not exist in any app. This is ridiculous.

This is really interesting. We have something in Workast called task dependencies. You can't complete the dependent task before completing task A or B. That would probably be similar to what you are after.

It's actually available in a PM tool that I worked on previously (Teodesk). It's more aimed at companies running complex, infrastructural projects, so I don't know if it's a good fit.
