I mean every piece of art has an owner (so far the painter), but when it comes to ai generated art, should the user be the owner of the paint?

I would go for the users of the software. You pay for a service and the paint is the unique product you were requiring.

User of the software because I think if a carpenter makes a chair using hammer, then he is owner and not the hammer. :p Maybe a weird example.
