Which service is more valuable, knowledge-based or experience-based?

Both are valuable. Technically in knowledge management, we call it as 1. Tactical Knowledge ( Knowledge gained by experience) 2. Explicit Knowledge (Knowledge either written or printed by policies, procedures, and other information) Both should be captured and stored in a central repository like a knowledge base.
