You should start doing marketing as soon as possible. Marketing isn't about ads or actively promoting your product. You can write about your category. For example, I have a big audience on LinkedIn (mostly marketers, cybersecurity, and founders). I don't have my own SaaS startup right now. But if I have, it will be 100% easier (if they're my target audience).

I judge it by whether the product is likely to change significantly. I think the marketing will change once we find the target after the release.

For us it was meant to be before the launch of our app, myReach. Launch day of myReach on PH wasn't meant to be today.
