How do external hunters work?

Maybe it's a bit of a dumb question, but I am still a bit confused about how external hunters work. Does the product have a higher chance of getting promoted if hunted by someone outside the team? How to find them? Do you need to reach out to them directly and ask about hunting your product? Thank you in advance!

What's your favorite transactional + marketing email stack for an early-stage startup?

I am launching a product soon and trying to select the best email stack. I am currently between MailerLite + MailerSend and Loops, both seem to have a good UX.
