This is weird because we're about 40 people and I couldn't imagine marking "Fire" for anyone....is there a more positive version of this concept?

This is very similar to Cube Duel (see http://techcrunch.com/2011/01/13...) from ~3 years ago. They used LinkedIn's API to authenticate users and present a Hot or Not-style feed of coworkers to rank. LinkedIn quickly banned them. :P
