Toptal is a freelancing site to help organisations find and recruite technical freelancers, it has a large talent pool and provides talent sourcing services for its clients. While Meetcode is an online interview tool specially designed for technical hiring teams, it is used for candidate screening and allows hiring teams to do video/audio meetings and release coding test at the same time. So I would say Toptal and Meetcode are totally different from each other depending on your hiring needs.
