Have you tried free video editors? They can usually change the resolution of a single video. I don't promise fast execution speed, but it's free software. But if you need to constantly change the resolution on different videos, it's better to look for paid software. I can help if you want.

@demian_dex Of all the software that can be found, the most convenient and productive is movavi video converter, I used it constantly for 4 months. I quickly changed the video resolution, converted them to other formats, etc. Here you can read instructions on how to change the video resolution. Everything is described in sufficient detail there, if it is not clear, I can share a tutorial on YouTube, what and where to click. There is a free trial version.

Nice feature, I didn't know about it, and I am sure that 99.9% of people didn't know about it as well. Making GIFS from a video can be funny, especially when you catch some weird facial expressions when you run the video in slow motion. You can make your own album of smiles from this. I am using another app for this though, because it proved to be very good after using it for so long. It allows you to convert YouTube to mp5 https://loader.to as well, which is very nice, the quality of the downloaded video is super good.
