Why more research often doesn't solve the problem

After launching TRS, I kept thinking about one pattern.

Many teams ask for more research.

More data.

More findings.

More updates.

But the work still comes back.

Not because the information is missing.

Often because nobody defined:

- what decision needs to be made

- who owns the decision

- what would count as complete

The research moves.

The decision doesn't.

That is where many reopening cycles start.

Curious if others have seen the same pattern.
