GIF Byte Budget handles one small job: taking an existing animated GIF and checking whether it can fit a chosen byte cap without uploading it. Open the downloaded HTML in desktop Chrome, choose a supported GIF, enter a byte limit, and optionally allow proportional resizing down to a minimum you set. Compare the result before saving. The original is untouched. This is a limited $5 release, not a video editor or a universal GIF compressor. It can report no fit, and smaller dimensions lose detail.
