It seems more people are being adversely affected by large-scale hacks and sadly, in many cases, users can't avoid theft. Is there any free coverage out there to help users if they’re a victim of identity theft?

I haven't seen free ID Theft insurance but my account with AAA offers it for $49/year. It has coverage up to $15,000 in damages.

Is there really such a thing as free insurance anywhere? I thought the logic behind insurance was to get charged a fee in order for the company to cover your expenses.
