Have a totally independent, equally staffed consortium on regulations that can vet, verify, and regulate large AI usage by corps. Just like they have the Association of Atomic Scientists, and the different nuclear watchdog groups that do that for nuclear power and arms. It would need to have representatives from the companies, the government, and consortium employees so that no one can cheat or manipulate the checks. All employees would need to be background checked, paid independently (not from the government or the AI corps), and certified with extensive AI/ML experience. The government would have more of an incentive based job, awarding government grant incentives by keeping to the rules and regulations and keeping accurate records. I feel it would be a step towards developing and pushing AI further down the road and still ensuring safety and security. Lastly, the consortium would have its own adjudication department which would deal with violations, compliance, and restrictions.
