Hiring people with credentials v/s people with capabilities.

In his recent tweet, Jai Malik (@Jai__Malik) said that one of the most common & costliest mistakes startups make is hiring the “right” people (credentials) instead of the most talented people (capability). What's your take on it? Do you feel that hiring people with credentials and a pre-existing social validation is important for a startup?
