Geo-forwarding Russian visitors to a site that educates them about what’s actually going on

Is there a JS snippet anyone can add to their website that forwards visitors from Russia (based on their IP) to a website that informs them about what is actually going on in this war?
Hard for Putin to individually block thousands/millions of websites.
Edit: If there isn’t can we make one?

I would not recommend forwarding as it might look not trustful. Displaying a DIV-Overlay with latest information delivered by a non traceable API-Endpoint (CDN, ..?) may be more efficient.
