I'm interested in starting a neobank from scratch and could use some guidance. What kind of team do I need, and what expertise should they have? Also, what technology stack should I consider? And how much funding should I aim to raise, and where do I find investors? Thanks in advance for any advice you can offer.

These are many websites who are providing these services. You just research yourself and then decide which website is better for you.

The advice is simple, if there is no team that understands what needs to be done in order to develop Neobank and no knowledge for this, then you either need to abandon the idea or find a team that knows where to start and how to finish, or turn to the Internet for help and give you link to companies that are engaged in such developments. You have touched on a difficult subject, there are very few programmers who can build you a neo-bank program.
