Hi PH community! I'm a Web Developer with several projects always going on at the same time. I have many connections related to front and back-end development but I don't have rockstar designers I can recommend to a client that needs one right now.

Good designers are hard to come by tbh. Especially if you are looking for someone who will put in good/above average work. To get them you will have to hunt for them - use your personal network, reach out to people working in firms that are doing well and work with (or have) designers, etc.
From my experience the one's responding to job posts or social posts in such platforms are usually sub-par.
