I would recommend a good balance of both. Of course many companies decide to prioritize organic marketing as performance marketing usually requires some sort of marketing budget to operate with. But, especially as startups build more investment, it is good to start integrating performance marketing tactics into your roadmap and budget distribution!
Nothing in marketing seems like it's a silver bullet, so I believe experimentation is the name of the game. What works for you might not work for someone else, dependent on macro, geo, customer profile, ACV, market maturity etc. It's equal parts art and science!
