Imo depends too much on the situation to have a one-size-fits-all solution. Maybe the most general approach would be to allow employees to be trusted and feel empowered to self-organise. Then it's just a matter of keeping the team aligned with the right goals and resolving any problems as and when they arise.

@efekahya I wouldn't necessarily expect the workload to be evenly distributed unless everyone in the team has an equal skillset! The most important thing is to make sure that each employee has incentives to do their job well and to be invested in the team's success as well as their own.
