Apple Developer : How do I create a subscription-based marketplace on the app store?

I want to create an app where user can create a service and then ask their customers to subscribe to their service. But I also want to charge a subscription fee to my direct customer to create their services on my platform. So basically. I will have three roles on my platform. 1. Creators (who will subscribe to my platform) 2. Customers(who will subscribe to the services of creators on my platform) 3. Consumers (who will just use the platform but do not subscribe to anything for free) But subscriptions on app store is so complicated that I am not sure how the creators will be able to create small subscription package will ultimately let the customers subscribe to it on app store via in app purchases. Any guide from a app development perspective will help lot.
