Finding good technology talent is getting harder by the day. Can anyone share the best way to look for talent outside your country? Also, if anyone has recent experiences do share.

Personal references are great, but if you are trying to expand outside your region that can be challenging. Github is a great place to find undiscovered talent if you know what you need.

Hi, you mean individual developers or agencies? I've had an agency and also worked with both. I do most of my search for developers on linkedIn. In my experience it's the easiest place to find great developers but usually they have at least good jobs already. If you're in a 1st world country looking into development markets (India, Brazil, etc) you can win them easily with a better salary otherwise it becomes a bit harder. At least in Brazil (where I have more experience) you can find great talent with a bit of effort and a good pay. If you have more specific questions I can try to give more details.

Get recommendations from people you know. If not you can look for some good projects on github and see who they are developed by.
