VOCA has operated in Redwood City, CA for nearly three years, and has expanded to two nearby cities as well. We are now looking to expand statewide in California. One scaling issue we haven't yet solved is sourcing good questions in towns and cities we don't live in. Ultimately, we'd like all question ideas to come from users themselves, and only control for neutral bias and structure, like a Wikipedia page. What are your thoughts for how to encourage question respondents to become question writers, and also how to keep VOCA politically neutral (and not become an echo chamber for only one political persuasion)?
