It works by looking for scam indicators in the contents (SMS, Websites) and a blacklist for calls fuelled by user reports.
In brief, It identifies the call to action among other factors and runs it through an evaluation engine which then outputs if something is scam.

ScamNet looks like a much-needed tool in today's digital world. I'm interested to know how it updates its database of scams – is it user-driven or does it use some sort of AI detection? Or does it connect with some already existing databases? Great initiative, though!
@ekarp I would like to mention that it does all of the above. It aims to minimally alert the user if it detects that something isn’t right and block it if it’s very confident.
