Open Meter is trained on leaked passwords hackers use to bruteforce accounts. It is 99.97% accurate, open source, customisable & fast enough to rank strength during login. Written in Vanilla JavaScript passwords are not sent/stored, everything is run locally.

I built this project at University for my final year project. It is the only password meter that can be bulk tested and quickly compared to other meters on the market. During testing, Open Meter ranked more accurate and faster than any other password meter on the internet today. I have built it so it can be trained in different languages and/or with newer lists of weak passwords. It is super easy to implement, one-line of code at the head of any login page. It won an award from the British Computing Society!
