For example you know only how to create websites, so you choose HTML and it displays projects that contain HTML. It can actually be useful. I've tried looking for decent specialists on freelance platforms, but it was worthless because I discovered that most reliable developers are already hired by bigger companies. I managed to find pretty good Magento 2 engineers, and even though it was pretty hard to find them, I think it was all worth it.
