I've avoided FB and instagram ads because of the (perceived) requirement to create a FB account. Is there a way to create a Facebook account that can be used JUST for running ads and that has ZERO "profile" elements attached to it?

I think you can avoid that by Creating Facebook bussnes account, Its an account to manage your assets/ facebook page/ pixels etc, and No need to personal account.
@mickc79@mohamedferganyt I created a generic name John Smith as an "admin" account with 0 friends. Don't think you can create one without having a "FB page" which requires you to be a "FB user"

You can't without Facebook page, Page required because it will apear in the Users feed. But there are options to do it from our ads and biz account but you need to create page.
you can create page from the biz account no need for persoal account
