Did you look into running raffles? From my understanding raffles have been considered a lottery and you have to follow all these laws. If this blows up, then there is a chance you might get in a little trouble. 256 * 0.005 = 1.28 ETH with winner only getting 1.15. Especially with the profit you're taking for each drawing.
