The website says "Meteo integrates innovative mapping and meteorological technologies" but doesn't mention where that data comes from?

Based on a project started out by @sammachin at a hackathon: http://sammachin.com/hacks-and-projects/alexa-in-the-browser/ There's no always listening mode. You have to click and hold the microphone button. All services are not supported.
