I work in outsource company. Sometimes clients do not have budget to pay for QA and they do it on their side (Usually it is PM or content team, etc). It works ok if it is a start up on the early stage. But if it is a complicated product with big amount of users - it usually cause problems for business. QA should be done by QA engineers.
