I assume you know about Coub - looped videos up to 10 seconds long. A half a year ago they didn't have iPad version of their app, so I decided to make my own and since December 2015 it's available in the App Store. Current version of official Coub app is adapted for iPad, but it still doesn't support two things: Picture-In-Picture and Weekly digest. So I offer you to try my app. It's free.
