Idea sounds good. But in a market like India, it is very difficult to crowd source without a huge incentive. Did you try approaching the Government to have it as a plugin with their existing database? They might agree as long as you don't own or get access to the end user data. Start with a smaller state. Also this needs a simple mobile app or as a plugin with an existing app(ola/uber/blabla...
