What matters more: being mentioned by AI, or being recommended?

While building Evidlume, I noticed that AI visibility is often treated as a simple yes-or-no result: did the model mention the brand?

But a mention is not always a recommendation. An AI answer might mention a product only to rank it below competitors, describe it as an alternative, or replace it entirely when the buyer asks which tool to choose.
