Over the years I've used many development platforms for Windows and Web projects. And I started using VisualNeo Web when it was first released. Since that time, the developer is always updating this software, gathering user feedback and actively helping others when possible. While I wouldn't consider VisualNeo Web a No-code platform, it has many similarities and is easy to use. Even If you have limited skills with JavaScript and HTML you should have no problem developing your first web app. The documentation is good and there's a strong community that always seems to help others when needed. Not only can you develop web apps but you can do desktop apps easily too!
