As a tech manager: hiring is one of the pain point. I see it as a poisitve thing. It could push a bit the salary up, but I am not looking for people that change of job every year (most of the profile I receive at the moment). I see it as a way to access to new profiles. We can say it is what we wanted (sorry for the joke...).
