From 15 October 2026, UPI merchant payments in India above Rs 2,000 start carrying a merchant discount rate. When it was announced, most of what circulated described it as a fee on ordinary users. It is not. It is paid by the merchant to its acquiring bank, and consumers are explicitly not charged.
The official FAQ that settles the question is a 42 question PDF, which is not where anyone wants to look up what a Rs 7,000 bill costs their shop.
So this does one thing. Enter an amount, pick the payment type, and get the MDR with the arithmetic shown and the source named.
Four things I was strict about:
1. Every rate, threshold and cap comes from the Ministry of Finance FAQ and the PIB press release. No secondary sources.
2. Where those documents are silent, it says so instead of assuming. Education fees sit in a concessional category with no figure published, so the calculator reports that rather than inventing a number.
3. English and Hindi run the same calculation engine, so the two versions cannot disagree about what a payment costs.
4. It runs entirely in your browser. No amount you type is sent anywhere, and there is no account or email gate.
