We built this because software RFPs often ask vendors for comparable proposals before the scope, systems, risk, and delivery constraints are actually comparable. The checker turns those planning gaps into a 16-point readiness score and a prioritized list of next decisions. It does not require an account or email, and the result can be downloaded as a brief. The benchmark beside the checker is based on 136 qualified Canadian software procurement notices selected from 16,203 source rows. Every notice remains inspectable, and the methodology and dataset are downloadable. The percentages are descriptive signals from published titles and descriptions, not claims about every software project.
